Where
As a material that usually is to be found together with Protein 
, retrieved from dead enemies, Bakelite can be hard to come by. Most enemies that drop Protein also drop 1x Bakelite. It is, however, also found by mining bones, which are found in abundance in and near the lair of certain boss encounters.
Use
Bakelite is necessary to build wiring between machinery, such as Cable. If you want to build a vehicle that has a steering mechanism as well as a firing mechanism, and if you want to steer the vehicle while you aim and shoot at enemies, you need Bakelite to build the required connection - build a Cable using 0.10 Bakelite, and drag it between weapon and steering mechanism. You should then be ready to go.
